PayPal payment issue: Unexpected token 'C', "Contact up"... is not valid JSON

Expected behavior

It should not give any error while using the PayPal as payment gateway.

Actual behavior

From the last few days, we have been facing an issue regarding the Payment via PayPal.
Some of our customers are unable to complete payment via PayPal and they get this error "Unexpected token 'C', "Contact up"... is not valid JSON"
Some of the customers are getting error like: Error: JSON.parse: unexpected character at line 1 column 1 of the JSON data

Currently, the frequency of this issue appearing is very random. We tried to regenerate the issue but it is not appearing.
We even tried using VPN. So, there must be some specific reason responsible here for the issue.
We need your assistance in solving the above issue as it is affecting our business.
