Describe the bug
On registration or on edit, the hierarchy of the locations is jumbled(Reproducible only for gvamp_uat and goonj).

To Reproduce
Steps to reproduce the behavior:

Click on register(Activity or Distribution)
Select address
After selecting the addresses, you should see that the address gets jumbled.

Expected behavior
It should appear according to the hierarchy.
