  • Move conversion to 1.3 models into VRS-Python
  • Generalize offset handling code (currently in annotate._format_start_end)
  • Clean up annotate.annotate function -- too long/unwieldy right now
  • Clean up notebook
  • (not really a refactor but) Delay conversion to 1.3 models until the end, provide 2.0 models alongside them
