Migrate Teleporter CLI to avalanche-cli

Context and scope
avalanche-cli provides general Subnet management tooling, including deploying and interacting with Teleporter. The Teleporter CLI provides utilities for parsing Teleporter messages and events. As a Subnet operator or Teleporter admin, unifying that tooling under a single application would improve the overall development/maintenance/admin experience.
