Add performance base-line testing to assess baseline performance metrics for hardware. This data should be recorded to be made available to future operations needs (i.e., to identify changes in node performance at some future time). Also a report should be generated to identify any outliers in terms of assessed node performance.
This should run by default for new hardware, and not run by default on subsequent re-deploy on hardware that it has previous ran to completion on, but should be overrideable as needed (e.g., when HW is upgraded).

It may also be desirable to collect and centralize the reporting of such data, to be able to see trends across hardware in different labs / deployments / regions
