CI breakage: Vizier sesame lookup for NGC

There are two outstanding CI errors that require upstream fixes. Documenting them here for the record:

• RTD: Build error on latest and PRs in the past few days readthedocs/readthedocs.org#7451 -- @saimn pointed out that Revert "Don't retry on POST" readthedocs/readthedocs.org#7442 might resolve this.
• Remote data failure for name_resolve.py test -- See Fix logic and improve error message of name_resolve #10710 for more information. I have emailed the service provider.
