Add individual search page

Was asked by @dlebauer about the ability to search the database for individual data.

Unsure if this should be a feature because it could be used maliciously, I created a Twitter poll.
The overwhelming majority feel this should be added, so this is now an in-scope feature.

The search option should require a surname followed by a first name (optional). The result should be a table formatted to include:

• Department
• College
• Campus Location
• Full FTE salary
• Salary at employment FTE
• FTE level

Note that should be provided for each fiscal fiscal year.
