Configure the Armory Splunk App for Spinnaker

For the Operator configuration:

• Authorization: support encrypted value (tested on vault) but format of the secret content for token should be Splunk <token>: encrypted:vault!e:sample!p:test!k:token
• eventName: is required based from testing and this - https://github.com/spinnaker/echo/blob/c5e4ec2a0130744eb3995c744fe5e6dfe3c60587/echo-rest/src/main/java/com/netflix/spinnaker/echo/config/RestConfig.java#L111
• Indention is a little confusing for the halyard and operator configuration
  • Entries in the sample under endpoint should be indented
