[FEATURE] Localization de-duping

There are duplicate localization entries, which gets in the way of changing text, such as the name of a province on a map

Describe the solution you'd like
Some de-duping could be done manually or by some trivial python script that removes duplicates.

Describe alternatives you've considered
This isn't really an alternative feature, but I've been thinking about breaking up the localization files in some way. Maybe by file?

A lot of these entries are duplicate. Furthermore, there is a large number of duplication with HPM_events and NNM_events, and other files of course if you just search individually
