Should probably do staged CI to reduce the load on Jenkins and improve robustness.

Stage 0:

clang-format using GitHub workflow
copyright using GitHub workflow

Stage 1: all GitHub workflows

Windows build
one CPU build
one GPU CUDA build

Stage 2:

Jenkins
(could remove clang-format build from it)
