Currently you need to set tlsEnabledWithBroker in the proxy to use TLS to connect to brokers. However, if the URL is https:// or pulsar+ssl:// it should be obvious that we should use TLS. Likewise, when the url is http:// or pulsar:// it should be obvious that we should not use TLS.
