@kie-tools/[email protected] package not published to NPM even though it's present on npm-packages.zip

The @kie-tools/dmn-editor package was released as part of Apache KIE 10.0.0. However, despite it being present on https://dist.apache.org/repos/dist/release/incubator/kie/10.0.0/ @ apache-kie-10.0.0-incubating-tools-npm-packages.zip, it's not available on NPM and on our Downloads page

• https://npmjs.com/package/@kie-tools/dmn-editor returns 404
• https://kie.apache.org/docs/start/download/ doesn't mention @kie-tools/dmn-editor

We need to verify whether or not this is an isolated case for this package or if whatever caused this package not being published could've also affected other packages.
