GH-25271: [Website] Add a DOAP file

Rationale for this change

The Apache Community Development committee (ComDev) maintains a website projects.apache.org which lists all ASF projects, and some basic details about them. These details are derived from DOAP (Description Of A Project) file that is maintained by each PMC.

What changes are included in this PR?

Add a DOAP file for Arrow, created using https://projects.apache.org/create.html.

Once / if this PR is merged, I will add the appropriate entry to
https://svn.apache.org/repos/asf/comdev/projects.apache.org/trunk/data/projects.xml as described on https://projects.apache.org/create.html

Are these changes tested?

But how about updating https://github.com/apache/arrow-site/blob/main/arrow.rdf instead of adding a new DOAP file to apache/arrow? https://github.com/apache/arrow-site/blob/main/arrow.rdf is published to https://arrow.apache.org/arrow.rdf .

I didn't realize there was already a file in arrow-site. Will update that instead. Thanks @kou
