[Packaging] Install libplasma-dev on Debian amd64 platform failed with version conflict. #36085

Describe the bug, including details regarding any error messages, version, and platform.

The following packages have unmet dependencies:
 libplasma-dev : Depends: libarrow-cuda-dev (= 11.0.0-1) but 12.0.1-1 is to be installed
E: Unable to correct problems, you have held broken packages.

Temporary Fix:

apt install libarrow-dev=11.0.0-1
apt install libarrow-cuda-dev=11.0.0-1
apt install libplasma-dev

Plasma was deprecated on 12.0.0 as per #33243. Not pinning specific dependencies versions fail as the latest release is 12.0.1 but plasma requires 11.0.0.
I think your solution for a temporary fix is the solution if you want to use plasma as that is the latest available release.

Sorry, were I said deprecated, I meant removed on 12.0.0, Plasma was deprecated on 10.0.0.
