I normally just copy/paste the previous releases info into a new ticket and update the references

Note: likely have to update the release process / scripts as we break into smaller crates (see #2693)

@iajoiner -- while thinking out how we will create a release candidate by tomorrow I was wondering what, if anything, you planned to do for this release, for my own planning purposes. If the answer is nothing, that is fine and I will handle it, but I was pretty excited to see #2727 get filed yesterday (that will save me a bunch of time I think)

If I were going to do this, I would probably write a python script using a package like https://pygithub.readthedocs.io/en/latest/introduction.html or following the model of https://github.com/apache/arrow/blob/master/dev/merge_arrow_pr.py

I am happy to do #2727 , BTW, as it might be easier for me to iteratively develop as my github account has write access to the tickets. What if you did #2726 and prepared a PR for updating version and the changelog?
