Get back TI list page bulk actions that were removed in 2.3

What happened

TI list page bulk actions that were mistakenly removed in 2.3 by this PR.
That's why the only action you can access on TI is Delete

What you think should happen instead

Bulk actions on TI list page should be available like in 2.2.x

How to reproduce

1. Visit Airflow Task Instance list page (/taskinstance/list/)
2. Select several tasks
3. Click Actions
