[RC2] [Functest K8s] sig-cluster-lifecycle TC set not applicable on every K8S cluster

Hi,

These sig-cluster-lifecycle TCs not applicable on K8S environment, where cluster doesn't have the token usage. That's the reason they are not part of k8s conformance and same for other non conformance tests.

a few ticket opened on GitHub related to this issue:

• Test case "[sig-cluster-lifecycle] [Feature:BootstrapTokens] [It] should sign the new added bootstrap tokens" valid only where kubeadm used kubernetes/kubernetes#116466
• Test case "[sig-cluster-lifecycle] [Feature:BootstrapTokens] [It] should delete the signed bootstrap tokens from clusterInfo ConfigMap when bootstrap token is deleted" valid only where kubeadm used kubernetes/kubernetes#116467

So, the questions, should this TC set remain as part of CNTT test? If yes, maybe need to do a pre-check before running these test, otherwise it shows false information about the test result: "FAILED". Or at least some note, on which environment is this applicable and how you can confirm that.
