Can this action be run on-prem, offline?

Is it possible for this action to be run inside a self-hosted Github Runner (running against an on-prem Github Enterprise server), where there is no internet access?

In action.yml I see the following which makes me think running it offline is not possible however I am new to Runner and Actions
