Remove WITH_MATLAB_BINDINGS_API defines

WITH_MATLAB_BINDINGS_API is not used anymore since the functions are part of iio.h now and the CMake does not use these variables anymore. Also remove the reference to the directory, since it is not used anymore in ./bindings/CMakeLists.txt Signed-off-by: Travis F.
