Summary

既存の設定を尊重する (ロールで有効でもMisskey自体の設定で無効化されている場合は表示できないようにする)

Purpose

無効にはしておきたいけどどうしても確認したくなるタイミングが稀にあるので

というよりは管理者はメトリクス取得できるようにする...？
