Feature description

With the site scan coming in 1.7 (via #4719), we need an initial screen to introduce users to the wizard in version 1.6. @jwold Has created the following:

Acceptance criteria

  • Helpful text introducing users to the plugin and setting expectations for the wizard
  • Users can move forward freely
