release goals issues

so rn we are a bunch of idiots that post new releases when we feel like it

i want to post an issue for each release with issues that we want to close for it to get merged to give it some structure, like dis:

- [ ] #1 <!-- undone --->
- [x] #1 <!--  done  --->

and make it so that contributors could post in a comment what they would want to implement themselves before the release (but not as a blocking release goal)

@b1ek that’s exactly what milestones are for. I’ve attached the most important issues to one of them and have been completing tasks from the milestone 0.4.0-alpha

Yes with milestone we can do that, we just need more planning, cleaning the queue of PRs (otherwise as we are doing a lot of changes we can get annoyed of resolving conflicts everyday).

Also we need to define the mmaintainers that want to do just reviews and coding so we can ping them for the specific tasks.
