Description of the issue

Possibly related to #2098

If you make a change in app/assets/sass/settings.scss it affects the Manage Prototype pages, it shouldn't.

Steps to reproduce the issue

  1. Create app/assets/sass/settings.scss
  2. Add a rule like $govuk-font-family: "Comic Sans MS", "Comic Sans";

Actual vs expected behaviour

Manage Prototype pages are now all in Comic Sans, they should be in the default GOV.UK font.
