Simple Referral Program

To incentivize onboarding GitHub users to Octobay we cold have a simple referral program.

You send funds to a GitHub user that is not yet registered/verified on Octobay. When this user registers, the incurring gas costs are taking from that deposit. That's how users can be onboarded without having to pay for the registration and without even the need to have ETH in a wallet to pay for gas fees.

For all earnings of that new user, the referring user can get a bonus in OBAY. Simple idea so far. Needs further discussing.

There can be minimum amounts, like, send a value of at least 100$ to a new user and get 0.1% of bounties in OBAY, 500$ > 0.2%, etc.
