As a Community Admin, I want to receive a notification when a new Contributor is on the platform, whether this is a user, a virtual contributor, or an organization

Acceptance criteria

• 1 generic notification for a new Contributor on the platform, which can be a

• organization
• virtual contributor
• notification is sent to Community Admin (new global role)
