Hide library button & Lock elements from toolbar

• 0.17.0-alkemio-2 is the current package deployed in production
• An issue about pasting elements as JSON when there are shapes in the clipboard and the user is editing text: #client-web/5454 was fixed on PR Paste Elements always as Elements even if we are writting in a textarea #4 , and built as 0.17.0-alkemio-3-beta but that never got properly tested. I have closed that PR and included it in this one.
• Added the AppState prop: hideLibraryButton, to remove that button on the top right corner.
• Changed the behavior of the Lock button in the toolbar. Now it toggles lock-elements instead of locking the tool being used.
