Description

As a hub admin I want to be able to control the sort order for opportunities (VNG)
As a user I want to be able to control the order that opportunities appear in

TBD: something set by the admin, or a preference of the user? Admin to be able to pin challenges?

Additional Context

In general need to think about how the sorting is applied for various entities that are returned.
