Maintenance plan

I've adopted app_paths in jaraco.abode and pip-run, but I notice now that this project appears slightly abandoned. For example, #1 indicates that the code in PyPI is Github is stale. And indeed, PyPI has an 0.0.7 release while the code in github only has tags for 0.0.2 and 0.0.4.

I have other issues I'd like to report/fix, but I don't want to invest the time until I know the project is maintained.

I'm willing to take over maintenance or contribute to the project. Let me know what your plans are and how I can be most helpful. If I can't address the concerns of downstream packagers of my projects, I'll need to fork or re-implement the project under another name.
