Add the Shavian alphabet

Shavian is an alternative alphabet for the English language where each of the 48 letters is assigned a unique sound (phoneme). There is also a namer dot (·) for marking proper nouns. U+00B7 · MIDDLE DOT.

I am writing a book on Shavian and would like to see more fonts support it.
