Tested with:

Forge 40.2.9
effortlessbuilding-1.18-2.40.jar
notreepunching-forge-1.18.2-5.1.0.jar

Effortless Building doesn't seem to be working with NTP installed.

Same thing persist also for 1.19.2 version, and I think others too
