Charging START/STOP via BLE

I need more commands to start and stop charging. For charging on exes solar on a cloudy day we need much more than 5,

Implementing BLE so we can locally send commands to the car.

Found some promising BLE control here https://github.com/teslamotors/vehicle-command

Additional context
If we have a combination of API for reading and BLE for sending, that would be awesome. Anyway, we need it when the car is at home.
