Do I need to double numbers rules for standard (leading 0) and international (+ ''country number'') to block?

I tried to block all numbers starting by 0162... -> 162.*
But if +XX162... is calling it isn't blocked by the previous rule.

Is there a way to block the same number in two form or do I need to double the rules?

As I understand, a number can have either + or leading 0s, but not both, the number +00162... wouldn't exist.
The rules wouldn't work if you tested with a number like this, but actually you won't receive a call from it.
The rule 162.* should work for all these formats:

• +162...
• 0162...
• 00162...

I didn't expressed it clearly, sorry
I meant both 0162...... and +XX162...... are the same number (XX stands for the country number), but with the rule 162.* only the first is recognised.
Should I duplicate my rule 162.* with XX162.* in order to block both form of the number or i can block both another way that I didn't understand ?
