Bring az-test-site to be current with current airshipctl deployment & gating

Building on the work being done in #503, update az-test-site to be current with the airshipctl deployment & ensure it will pass the gating & can be successfully deployed.

Hi Andrew, as I have worked in the past integrating capz/az-test-site, I can work on this one if nobody wants. Just note that I can only spare 10-20% on this for now while completing the Dex issues.

The scripts used to deploy az-test-site have been updated and validated through executing the scripts on a clean validation VM instantiated on Azure cloud.
