Sprint 3

• Most of the work this sprint was dedicated to implementing table updating in palletjack. That PR is very close to being merged.
• I have the deq-eid skid working with the version of palletjack that I've been working on. Once that palletjack PR is merged, then I should be able to deploy the skid and close out this issue.

https://github.com/agrc/deq-eid-skid has been deployed to production and enviro has been pointing at the new AGOL services. Still waiting on Michelle to create the dry cleaners layer but I think that's a small thing that doesn't need to be tracked in PI planning.
