Migrate PLSS Monument AGOL App

Benefit

Esri AGOL Minimalist Instant app template is in mature support. Need to migrate all production apps in the UGRC AGOL that use that template to a different one.

Acceptance Criteria

• Choose a different AGOL Minimalist template
• Load map and data into new template
• Update links to app from wherever they currently exist

Here is a link to the new draft PLSS Monument app. I will review with @seanfernandez . If he doesn't have any suggested revisions, then I will make this public and replace existing links to the old app.
