Update raster extent HTML_Page urls

Benefit

This will provide users updated or direct anchor links to the specific sections of our web pages for the new website as provided via raster.utah.gov.

Acceptance Criteria

Update the following indices extent layers:

• Lidar extents
• Aerial photography extents
• USGS DEM extents
• Auto-correlated DEM extents
• Contour extents
• USGS Topo extents
• Forklift has picked up these changes, they are updated and available in the Raster app, and the task is complete

vs. a redirect to https://gis.utah.gov/products/sgid/elevation/lidar/

Risks

When the website is rebuilt to V8 these links might need to be updated.
