Plan for Biobase upgrade from ArcGIS JS API 3x

Benefit

Migrate the app to the latest Esri ArcGIS JS API (4x) in preparation for retirement of the 3x API.

Acceptance Criteria

• Examine the existing app and provide an estimate to DWR to rebuild with the ArcGIS JS SDK
• Have an agreement in place for the development work
• Schedule development work for late Q3 or early Q4

• DTS/UGRC coordination meeting Nov. 29

We've met with DTS dev team, who are going to regroup and consult in early 2024 about app knowledge transfer among their team, and review what needs to be updated on their side of the app, and the effort required to support UGRC's map rebuild. I will make a calendar task for myself to check in with them in January, and will keep the conversation going with DWR about funding and scheduling the rebuild.
