A submission is a draft while is WIP and becomes Done when the user is satisfied #251

As a volunteer in the program team, we would like the ability to let the user create drafts but only have up to 3 proposals on the "Ready for evaluation status" so that users and reviewers know when to read and comment the proposals during the submission period and we value people who anticipate their investment creating submissions sooner rather than later.

Workflow (I'm trying to guess here I could be wrong):
Draft -> Ready for evaluation -> Reviewed -> Accepted

Questions:
Drafts are visible to all users?
Yes.

Can I edit my "Ready for evaluation" proposal?
Yes IF you are editing during the submission period.

Can I cancel a "Ready for evaluation" proposal?
Yes.
