Changing width and height of text layer in properties panel should not cause the text to be transformed #2289

Box text layer: The dimension of the text box (paragraph) should change. As a result, reflowing of the text should occur. The font size in the text box should not change.

Point Text Layer: The width and height values should be read-only in the properties panel. Changes are not allowed in the properties panel.

Text transformation should be allowed only by manipulating handles on the bounding box on canvas, not by changing W and H values in the properties panel.

We will change our implementation to follow the standard Ps. This issue needs to be addressed with high priority.

I think there is too much risk for this to be an M3 bug. The current functionality isn't broken, it's just different from standard PS.

Leaving as high priority, but removing the M3 milestone.
