PostgreSQL plugin needs manual installation of pg8000 via PIP #17

Describe the bug

The shipped version of pg8000 in all Debian versions (https://packages.debian.org/buster/python3-pg8000) is too old to work with bareos-filedaemon-postgresql-python-plugin. As Bareos is not supporting the usage of Python venvs and we don't want to enforce global package installations via pip, the dependency has to be configured manually, if PostgreSQL backups are required on a FD.

As soon as Debian ships with a newer version of the package this should work out-of-the-box.
