Publish spinner shows through force rebuild button #2295

Expected Behaviour

If I click publish and then open the force rebuild button dropdown I should see the force rebuild button.

Actual Behaviour

The publish buttons loading spinner shows on top of the dropdown. This doesn't affect functionality.

Steps to Reproduce

  1. Click publish
  2. Click force rebuild dropdown

  • Authoring Tool Version: 0.7.0
