Description
This PR adds PSResourceGet - the recently-GAed successor to PowerShellGet (PowerShell's package manager) - to the PowerShell module portions of all Linux and Windows toolsets.
Per the directions on the contribution guidelines, I've left the MacOS toolsets untouched - as these also have PowerShell modules declared, someone else will need to update the toolsets.
Documentation has been updated with the current version of PSResourceGet, but I don't see these versions being declared in the toolsets themselves so I don't know how version adherence is being asserted within tests. This module is under active development and has already had a patch release in its first month of GA, so it's possible v1.0.2 will land while this PR is open.
The new module is ~5MB in unpacked size - installation time is going to vary based on connectivity to the PowerShell Gallery and storage media, but is generally less than 10 seconds.
