Unable to use FROM to pull image into Dockerfile

Can't find any mention of this problem in the issues or discussions - hoping someone has came across similar when building a custom dockerfile

Docker pull works without issue but not docker build

Dockerfile

FROM ghcr.io/actions/actions-runner-controller-charts/gha-runner-scale-set:0.9.3

Error:
