Invalid Parameter in Configuration Import

The recent #1488 PR introduces a parameter into the site-install drush call that doesn't exist (the partial option). This DOES work in other parts of configuration, but during the installation I don't believe we want to have a partial install anyway (because it's a clean site installation, there is nothing to override at this point).
