selectAll should select all visible regions

After performing a search, the list of regions is filtered. But "Select All" still selects all unfiltered regions.
This surprises me.

The regions are often referred to as "countries" internally, but this is a historical artifact of development.
I'll leave changing /country/location/ for another issue.
