Allow replacing one artifact with a new version.

Hm, I don't think so. The unique part of an artifact is the sha1 - so they should be immutable. Possibly an option to be able to mark an artifakt as disabled/obsolete or something as an additional option instead of deletion ( to be able to keep comment history for example).
