Manual contract trigger by admins

Right now, the contract has a fixed workflow and if things go south, there's no way to reduce a project's investment except by seeping funds from the escrow. Ideally, admins must be able to trigger parts of the contract so people can ask for help in the event the contract fails due to some reason.
