In general make support for GUILayout more pycharm-like

Add attributes for icon and name
Make dockwidgets collapsible
Give GUILayout internal state to maintain sizing/positioning when moving between plugins (i.e. pycharm's 'workspace' concept)
Backtrack on enforcing 3x3 grid; limit only to dock positions
