The feature RPC is currently documented here as an admin command: https://xrpl.org/docs/references/http-websocket-apis/admin-api-methods/status-and-debugging-methods/feature

It now has a non-admin version, as of rippled 2.2: XRPLF/rippled#4781

While adding info about the non-admin API please also document Clio's implementation
