Manually installing localization updates, etc is annoying. We could set them to be auto-updated by a mu-plugin, and have the themes require it from /vendor, or symlink it, or some DRY way to integrate it.

We'd only want it active in local envs, though, since prod has its own automation.

It'd be nice to auto-update 3rd-party plugins and themes, too. See WordPress/wporg-news-2021#10 (comment)
